Too many requests, HTTP 429

Just want to make sure that when we are getting 429 on a POST/PUT that the Next API rejects throttled requests before processing them (standard behavior for rate limiters)?

So any retries shouldn't create duplicates. I assume that this is the case but worth verifying before we build support for backoff in our integration.
